I personally go with offering a mini report/leaked chapter containing great content. 5-10 pages is more than sufficient for a freebie; write 10 articles and submit to EZA. You should see traffic pretty quick as long as you select a half-decent niche. Back it up with 'free' lens/hub package and voila, you got traffic!
If you are using one of those business-in-a-box plr offerings that everyone has, send 75% of your article marketing efforts to the included opt-in page, with the balance to your main site. Get a list built then offer the product on your main site to the list.

The fastest way to build a list is a JV partner. But you have to think long and hard about how to provide value to your potential JV partner.
Aside from this you could try social strategies - web 2.0
